All About Assessments

REQUIREMENTS FOR MEDICAL ASSESSMENT 


  • An applicant for grant/renewal of a Flight Crew License shall hold a valid Medical Assessment issued by DGCA.


Class 1 Medical Assessment


Class 1 Medical Assessment is required for applicants and holders of: 

  • Commercial Pilot’s License (Aeroplane & Helicopter); 
  • Airline Transport Pilot’s License (Aeroplane & Helicopter); 
  • Private Pilot’s License (Aeroplane and Helicopter) where Instrument Rating (Aeroplane and Helicopter) privileges are required.


Class 2 Medical Assessment 


  • Private Pilot’s License (Aeroplane & Helicopter)
  • Pilot’s Licence (Microlight)
  • Student Pilot’s License (Aeroplane, Glider, Balloons, Microlight & Helicopter)
  • Flight Radio Telephone Operator’s Licence
  • Flight Radio Telephone Operator’s Licence (Restricted).


What medical do you need to undergo:


  • Initial Medical. Initial medical is done when a person with a valid Class 2 medical applies for the first time for a Class 1 Medical (a requirement for commercial license). Also, in case the last medical date (Class 1) is more than two years old, a fresh initial (Re-initial).
  • Renewal Medical. Class 1 Medical Assessments are valid for one year for persons less than 60 yrs. of age in Multi crew commercial Air Transport Operations or six months for persons above 40 yrs of age in Single crew commercial air transport operations. The renewal medical may be done anytime from one month before date of expiry of validity of Medical Assessment to the date of expiry of validity. If done earlier or later than that, an NOC is required. Renewal Class 1 medical may be done after expiry of validity of previous (but not beyond two years since date of last medical) along with NOC.
  • Mandatory Renewals at IAM/ AFCME/ MEC(E)/ 11 Air Force Hospital (11 AFH) / Command Hospital Air Force Bangalore (CHAF’B’).
  • All medicals after 60 yrs of age and (ii) Medicals after attaining age 25, 30, 35, 40, 45, 50, 55, 60 yrs and every medical after 60 yrs of age.

 
Medical Appointment via eGCA 

  • Visit https://dgca.gov.in/digigov-portal/  and create a profile, request for a medical appointment once your account has been created and verified. NOC can be obtained via eGCA as well. Appointment & Previous Medical Record (PMR) Forwarding:


  • Seek appointment well in advance keeping in view the time required for grant of appointments and PMR forwarding from DGCA. The procedure for seeking appointment can be accesses in the DGCA website under the Personnel http://dgca.gov.in
  • PMR files are forwarded to IAF Centres 2-3 weeks prior to date of appointment (even if applications are received early) 
  • PMR forwarding is not required for Class 1 initial medicals which are to be conducted at Nanavati Hospital (Mumbai), Apollo Hospital (Chennai), and for Class 1 Renewal Medical Examinations conducted by Class 1 Medical Examiners & for Air Force Medical Examination Centres {except IAM/AFCME/ MEC(E) /11 AFH/ CHAF’B’/ 7AFH}
  • Contact no. of SO Medical Cell (DGCA HQ) 01124622500 Extn 453/ 526 OR You can visit OR can authorize any of your rep. to collect your Medical Assessment on Public Days from Med Dte at DGCA i.e Wednesday & Thursday between 1400h to 1730h.
  • e-mail on dgcamedicalappointment@gmail.com 01124622500 Extn 526 and after confirmation of the same you can apply for NOC.


No Objection Certificate (NOC):


  • For Re-initial /delayed/ early/ Post TU or Special Medicals only,
  • Kindly obtain a No Objection Certificate (NOC) from Medical Dte at DGCA, New Delhi. The NOC form available in Procedure & training Manual, available on DGCA websites Annexure ‘D’ to be filled completely. 
  • Applications for NOC are to be made after obtaining confirmed appointment and to be sent along with DGCA issued Last Valid Medical Assessment on medicalnocdgca@gmail.com

 Class 2 Medical Examination:


  • The following can carry out Class 2 medical examinations (both initial and renewal):  
  • a) All DGCA empanelled Class 1 Medical Examiners. The list is readily available on DGCA website. 
  • b) All DGCA empanelled Class 2 Medical Examiners. The list is available on DGCA website.


Procedure for medical appointment & Applicable Fee:


  • As a first step, the applicant for medical examination should make a request for appointment for medical examination directly to the DGCA Empanelled medical examiners and civil medical centres. 
  • Appointment for Air Force Medical Centres shall be through Centralized Appointment Procedure. 
  • Prior to the examination at IAF centres, the applicants are required to pay the following fee on Portal/ link https://bharatkosh.gov.in. 
  • Category Licence type Amount (in Rs.) Class 1 Initial issue of License 3000/- Renewal of License 2000/- 
  • Class 2/ Class 3 Initial issue of License 1000/- Renewal of License 500/- 
  • Applicants for issue of Student Pilot Licence may need to obtain a Cockpit Test Report from the Chief Flying Instructor/ Flight Instructor/ Assistant Flight Instructor of the Flying Club/ Institute and Instructor of the Gliding Club he/ she proposes to join only if it is felt necessary by the designated medical examiner and the requirement is endorsed on the CA 34/ 34A.


Validity of the Medical Assessments: 


  • Class 1: One year up to 60 years, six monthly thereafter. For single crew operations, validity is six months above 40 years of age. 
  • Class 2 : 2 years up to the age of 50 years, One year thereafter.


# All applicants for a Class 1, 2 & 3 medical examination shall undergo medical investigations for the Initial/ Renewal/ Review Medical Examination as specified by DGCA from time to time. For Class 1 & 2 these are listed in FCL Circular No. 01 of 2017 (Readily available on DGCA Website).


Forms used for Flight Crew:


  • Form CA 34 shall be used in case of medical examination for initial issue of medical assessment. 
  • Form 34A for renewal of medical assessment.
  • The Medical Examiner/ Centre undertaking a Class 1 and 2 medical examination shall submit a written report of medical examination in Form CA34/ CA-34A as applicable under his/ her signature with a seal indicating his/ her qualifications and registration number with name of State Medical Council in bracket. 
  • The medical records along with copies of CA-34/ CA-34A and CA-35 shall be forwarded to DGCA Headquarters by Speed/ Registered post for issue of medical assessment at the following address. 
  • "DMS (CA), Medical Directorate, Directorate General of Civil Aviation, Opposite Safdarjung Airport, New Delhi – 110 003."


Issuance of Medical Assessment by DGCA:


  • The medical assessor at DGCA shall evaluate and approve the medical reports for issue of medical assessment. . Permission for Review of medical assessment of flight crew before due date but no more than 30 days before it expires shall be given by the office of DGCA only.
  • The aeromedical disposition of the applicant shall be indicated as follows:
  • Fit / Fit with Limitations /Temporary unfit /Permanent unfit.


In the medical assessment for aircrew the following limitations shall be imposed on the aircrew depending upon their medical conditions:

  • ‘Fit to fly as Co-Pilot only’
  • ‘Fit to fly as Pilot-in-Command along with a Qualified Experienced Pilot’.


PROCEDURE FOR APPEAL MEDICAL EXAMINATION:


  • All Aircrew declared Temporary Unfit are to be reviewed at IAF Boarding Centre after the period of unfitness is over.
  • Permanent unfitness of a licence holder shall be recommended by the Medical Board at IAF Boarding Centre only after thorough evaluation by specialists and after relevant specialized investigations. The approval for declaring an aircrew permanently unfit is by DGMS (Air).
  • In the event of an aircrew being declared temporarily medically unfit for more than three months at a stretch or in aggregate or permanently unfit for issue or renewal of the licence, the applicant may appeal to the DGCA for a review of the medical assessment within a period of 90 days from the date of applicant having been declared permanently unfit.
  • The appeal must be accompanied by the original documents from reputed medical institutions/ specialists clearly certifying the fitness status and cause of unfitness as stated in the medical assessment issued by the office of DGCA. 
  • The medical practitioner/ specialist certifying the fitness in such a case should give sound reasons justifying his/ her opinion.
  • The appeal shall be considered by DGCA, and if found justified, it shall be referred to the DGMS(Air). 
  • DGMS (Air) may grant an appeal/review medical examination at Air Force Appellate Centres. In case the appeal for medical review is not found justified, DGMS (Air) has the right to reject it.
  • The accepted Medical review shall be carried out at the centre specified for this purpose. 
  • Permanently Unfit cases, it shall not be done at the centre where the first examination was conducted and where the applicant was declared unfit. 
  • Fresh medical examination reports shall be considered to assess the medical fitness of the candidate. The decision of DGMS (Air) on behalf of DGCA shall be final. 
  • Final assessment shall be issued accordingly by Medical Directorate at DGCA.

              Opposite Safdarjung Airport, New Delhi – 110 003.

2. Advised to use Earplugs/ Ear Defenders in Noisy Environment. 

3. Advised to wear corrective glasses while exercising the privileges of license and always to carry a spare set of spectacles while flying. 

4. Next renewal at IAF Boarding Center with CBC, Urine RE/ ME and ECG-R/ PTA/ Blood Sugar F/ PP/ Lipid Profile/ Others 60 yrs protocol. 

5. Advised to reduce weight by diet control, regular exercises and life style modifications.

6. Next review with USG (Abdomen), LFT & RFT.

7. Next review with LFT with enzymes. 

8. Next review with executive report on hearing performance while flying. 

9. Advised to change glasses. 

10. Next review with Blood Sugar F/ PP & Lipid Profile 

11. Next review with ESR 

12. Next review with Hb 

13. Next review with TLC, DLC. 

14. Next review with Lipid Profile, LFT and Urine RE/ ME 

15. Next review at IAF Boarding Center 

16. Next review with ECG (R)

29. Next review at IAF Boarding Center with Fresh Report of USG (Abdomen) and Opinion/ Cure Certificate by Urologist for Simple Renal Cyst. 

30. Next review with Fresh reports of Lipid Profile, LFT, USG (Abdomen), Uro-flowmetry along with Opinion of Urologist

31. Next review at IAM, IAF Bangalore only 

32. Next review at AFCME, New Delhi only 

33. Follow up annually with report of 2D Echo and Opinion of Cardiologist 

34. Next review with Pure Tone Audiometry (PTA) 

35. Next review with Serum PSA & Opinion of Urologist 

36. Next review with USG (Abdomen & Pelvis), TMT, Lipid Profile, Biochemistry Tests, LFT with Enzymes 

37. Next Review with Fresh Reports of Optical Coherence Tomography (OCT) - Retinal Nerve Fiber Layer (RNFL) and Humphrey Visual Field (HVF) 30-2 along with an Opinion of Glaucoma Specialist 

38. Next review with reports of 2D Echo & Stress MPI.

39. Flight Test Report by Supervisor, Commenting upon ability to perform external check, Application of full rudders and Emergency Egress from Aircraft. 

40. Advised to reduce weight by life style modifications to acceptable BMI 

41. Fit to fly as P.I.C along with Qualified and Experienced Pilot

42. Next review at IAF Boarding Centre after 06 months with Blood Sugar F/ PP, Lipid Profile, HbA1c reports, Opinion of Endocrinologist to rule out Pre diabetes. 

43. Repeat Urine RE/ME after 01 month and show report to AMA under intimation to DGCA 

44. Repeat TLC, DLC after 01 month & show Report to AMA under intimation to DGCA
